Resolution

VAN 9006 means Vanguard currently requires Windows 10 20H1 or newer, but doesn't detect that version of Windows on your PC.

Windows updates can include security and system service changes Vanguard relies on, so install all available Windows updates, restart your PC, then try launching your game again.
